Former Trooper Jimmy Rogers is ready to don the uniform of a Louisiana State Trooper again.
This is the same Trooper who worked LACE while serving a suspension in violation of state police policy.
His friend and commander, Capt. Chris Guillory, allowed him to work LACE while serving a 240-hour suspension. Rogers was suspended for threatening people and using state police resources for personal use such as criminal background checks on persons he was threatening. Sources tell LouisianaVoice the threats were issued to the boyfriend of a woman he was having an affair with and impregnated.
Rogers was the target of an investigation of charges that he used his state police position to influence criminal charges against Dwight Gerst. Internal Affairs investigators obtained a statement showing Rogers getting a witness to go along with him which in turn resulted in criminal charges against Gerst.
Rogers was cleared in that investigation. Gerst was acquitted of the unwarranted criminal charges. Gerst currently has a lawsuit for civil damages pending against Rogers.
LouisianaVoice previously reported former Trooper Jimmy Rogers was suspected of claiming LACE hours which he did not actually work. In the midst of the investigation, he suddenly resigned. LSP repeatedly denied our requests for the investigation file leading up to his resignation claiming they are not subject release because Rogers was not punished.
LouisianaVoice received information that Rogers has requested to return to LSP on March 7 of this year. Several Troopers are concerned that he might be rehired. Under former State Police Superintendent Mike Edmonson, this was a legitimate concern. We find it highly unlikely that he would be hired under Col. Reeves. We made a public records request for the email sent by former Trooper Rogers. Here is the email:

I’m not sure if you remember me. I left Troop D just before you were brought on as the Captain. As you know we were the subject of intense press and investigations. I resigned in good standing due to all of the pressure involved and the job opportunity that was presented to me. Lately, I have been rethinking that decision. Being a Louisiana State Trooper was my life and I did it to the best of my ability every day. I was clear of every claim except altering times on tickets. I am guilty of writing times on tickets later than the stop actually was. I would like the opportunity to finish the investigation with IA over LACE discrepancies and serve whatever penalty comes my way. I will always be LSP to my core and I miss the job to the point of coming to you for mercy. If this is even possible. Could you direct me appropriately!

Check out the privacy notice at the bottom of that email. Rogers sent the message from his work computer. He went begging for his old job at 2:07 p.m., while on duty at his current job. His employer, Chicago Brick and Iron, should really appreciate that.
Broussard responded tactfully to Rogers, telling him he was directing his request “up the chain of command.”

That, apparently, is where the matter rests. There were no other communications provided to LouisianaVoice by LSP.
But for the moment, let us focus for a moment on this statement: “I am guilty of writing times on tickets later than the stop actually was.”
Criminal investigators call this a confession. It is a usable confession made voluntarily and not subject to any Miranda limitations. The email sent to Troop D Commander Capt. Benny Broussard asking for his job back suggests he committed the following crimes.
14:138 Public payroll fraud (felony)
14:133 Filing or maintaining false public records (felony)
14:134 Malfeasance in office (felony)
Our sources say that Rogers’ dash camera footage, witnesses, citations, radio logs, and time sheets will further prove he was abusing the LACE program. We have attempted to get this information but were denied. We have reissued our public records requests to the new LSP administration in hopes of compliance with the law or a valid denial based on the records are now part of an ongoing criminal investigation.
LSP has the same information on Rogers as was discovered by Lee Zurik in the investigation of other troopers. Zurik’s information has resulted in criminal investigations. The only difference is when LSP finds it, they have covered it up. It is time for LSP to do the right thing for the citizens of Calcasieu Parish who paid for services that were not provided.
Troopers should not be afforded the opportunity to resign for the purpose of stopping a criminal investigation. LSP does not offer this option to other agencies or individuals. It is time for LSP to do the right thing on their own and stop making the media do their investigations for them.
Better yet, comply with Rogers’ request and complete the investigation.

Great observation. The email is from a C B & I email account. In early August, C B and I announced horrendous earnings due largely to huge cost overruns in their construction of LNG facilities in the Lake Charles area (associated with its disasterous acquisition of Shaw Group). Bank of America then informed company officials that they had to sell their information technology segment (its crown jewel) by 12/31/17 to repay about $1.45 billion in debt to B of A. Unable to accomplish that, earlier this week, C B and I announced it was merging with McDermott. The two combined companies expect $250 million in cost savings through their combination. Additionally, C B & I has its own cost cutting program of $125 million. That may have prompted Rogers to have insecurities. Furthermore, I think he may have found working in private industry (which never would have tolerated for a New York second what he or Edmonds did without termination) to be a WHOLE different ballgame altogether. Hence his newfound humility of asking to be rehired “if that can even be possible.”

My My My the Drama at LSP never stops!
Wouldn’t the District Attorney of Calcasieu Parish have jurisdiction in the matter regarding the crimes listed in this article, which pertained to the LACE program?
I don’t think so. The agency is headquartered in Baton Rouge, which falls under HIllar Moore. That’s why it was Moore’s office which issued the subpoenas to Zurik even though those troopers Zurik was investigating were working assignments outside EBRP in their home base.
Each DA’s office runs its own LACE program. Each troop signs a contract with each DA’s office in its area. Baton Rouge only approves the contract. The DA’s office could prosecute Rogers if the state police would file a criminal complaint. I understand that Rogers worked in safety at that company. I can only imagine him overlooking or falsifying safety violations.
I’m going to be brief because I know I’ve referenced the Sandy Edmonds / Auctioneer Licensing Board payroll fraud that Purpera forwarded on to Moore’s office for prosecution many times before. Had that prosecution transpired, it would have sent a clear message six years ago that payroll fraud is not going to be tolerated in state agencies. Instead, it was forwarded from Moore to Stephen Street where it became ensnarled in politics between his office and that of then-Governor Jindal (which Street has the unmitigated gall to deny the existence of such politics) and basically dissolved to the point Edmonds could boldly proclaim, “Welcome to politics!” Then some people wonder how actions like Zurik easily exposed can be transpiring. What the hell do people expect?
So you are saying that there are State Troopers that have contracts with District Attorneys office’s?
If so that explains a LOT!!
I would also think if this is true, there shouldn’t be any tax dollars paid to attorneys to defend them.
Also this creates a conflict of interest for the District Attorney’s Office.
I believe it’s time for the Legislators to get involved and pass legislation to prevent, what seems to be some backroom deals.
I know the law says innocent until proven guilty, but what happens when there is a confession and still nothing is done about it?
Maybe it’s time for some media investigation on Hillar Moore and his office!! You know, start fishing for Moby Dick rather than the shiners!!!

My question is since he admitted to committing three felonies, why has the state not opened up a criminal investigation or two since his ex-captain, who still drives three hours one-way for work, knew about it? Should he not be investigated also? I mean, we know he will lie about it but charges need to be filed on both. Maybe this time when they go talk to father-like figure at the DA’s office, it will be to tell him yes, I’m guilty. We will start this after the holidays.
I am sure the reason this wasn’t finished as a criminal investigation is that when the finger pointing starts, (usually at time of charging Rogers) it will lead right back to the former commander Chris Guillory, who is Edmonson’s Boy!
Everyone knows then I/A Major Flinchum was just a puppet placed there by Dupuy and Edmonson once Darrell Williams was indicated in his involvement with the famous San Diego Trip.
Let us see now that Tom has called them out, if Col Reeves, LTC Noel, and Major Barnum will do the right thing, as all three claim to be making changes to put the Department on the right track and improve the integrity lost in the numerous scandals involving LSP.
For Years at LSP, Senior Leaders have sat back, watched, and did nothing to stop Edmonson and his Clique. If the new leadership is not part of this clique, I say, actions speak louder than words!
Do Something About It!
They won’t do a thing about this! Dupuy is part of Ole Ed’s fraternity and the IA dept is a joke because if it. They “investigate” according to who they are investigating. If you’re a frat boy, you get special twists and turns not afforded to other officers. They let felonies slide within LSP and never forward anything to be criminally prosecuted because they are “above the law.” There is no governing agency above them, no checks and balances, so they do what they please. We are seeing this in every case involving LSP—they “police” their own!
If this is the same Jimmy Rogers from way back when, from your stories written ages ago, then it is evident CBI industries needs to drug test him. His emails act as if he just left the job for better opportunities. It appears the illegal steroids he was rumored to have used for ages have gone to his head. The stories of Jimmy and Troop D made its way to headquarters in OD and Computer Forensics. We heard all kinds of stories. The arrogance of this email is just as fake as the I found Jesus letter he was rumored to have sent to the former colonel to get his punishment reduced.
One still has to wonder with all these stories the same theme remains, lack of supervision and failure to hold supervisors accountable. We heard Chris Guillory and the regional Major did everything possible to cover this up along with Edmonson. Jimmy Rogers and Troop D continue to embarrass the department and the retirees that served the department honorably. Colonel Reeves needs to clean house and make changes to make sure predators of this kind never make it into law enforcement.
Surely they’ll hire the guy back, at least he’s one of the few down there willing to admit he’s a liar, and a fraud !
The sad part is a guy like Rogers will probably somewhere down the line get a badge with some small town department . Heck, wouldn’t surprise me if he is the next police chief of Jennings. Par for the course!
