White did not explain why the facilities master plan remained in a period of “decision-making” six years after Hurricane Katrina.

Inability to make timely decisions (some 7 years it seems) would seem to undermine the idea that John White is much of a leader. Sounds like he may have been largely a ‘hmmm/haaaa-er’.
