Rep. Smiley, yes there are such rules. They are known as involuntary servitude rules of law and are not only statutorily illegal but constitutionally forbidden.
It may help if Representative Smiley familiarized himself with the ramifications of privatization of state services. Then maybe he and all other legislators will appreciate that privatization more often than not is not such a good idea.
Careful, careful. Exposing peonage by acknowleging oneself as a peon is grounds for termination.
