It’s called whipsawing.
The race to the bottom that these states are doing by undercutting each other and forcing tax payers to subsidize companies is disgusting.
This is the very reason that corporateers pretend to be such champions of States’ Rights, because it allows them to play the States off each the same way they play different groups of workers off each other.
