“No member of a civil service commission and no officer or employee in the classified service shall participate or engage in political activity; be a candidate for nomination or election to public office except to seek election as the classified state employee serving on the State Civil Service Commission; or be a member of any national, state, or local committee of a political party or faction; make or solicit contributions for any political party, faction, or candidate.”
Article X, Part I, Paragraph 9 (A) of the Louisiana State Constitution.
“No person shall solicit contributions for political purposes from any classified employee or official or use or attempt to use his position in the state or city service to punish or coerce the political action of a classified employee.”
Article X, Part I, Paragraph 9 (B) of the Louisiana State Constitution.



Who is going to bring that complaint to the Civil Service Commission? He’s done lots of things of a mal or misfeasance nature and no real legal action filed to connect the dots. Don’t think the commission would do much with this one for any politician except make the parent take the allowance back and maybe put a caution letter in the personnel file, in this case, of a 38 year civil servant with probably a spotless service record, which will look kind of petty. And I am no BJ fan by any stretch, but look for ways and money to connect the dots which can pen the guy up with his big boy pants down!
Civil service rules don’t apply when there is money involved. #Sad but true

I have a question, last March , when I was still a classified state civil service employee at LSU Health, I was invited to a party at our church member’s house he was running for Bossier City Council. I really didn’t know the man personally, I cam along for free food and fellowship. Well, KTBS got wind of it and the camera man and crew came into his house and filmed us rooting and rallying on saying . . . four more years, four more years. The camera man got a glimpse of me and it was televised. Now my question is, was I breaking the state civil service policy on classified employees forbidden to campaign?
I’m not an attorney but technically, you probably were.
Civil Service General Circular #2011-020 says this:
You may:
f. Attend an election night party (even before the polls close), but not after a primary election that is to be followed by a runoff election.
g. Attend an inaugural celebration or a victory party after election night that is not a fundraiser.
