The Louisiana Office of Juvenile Justice (OJJ) has chosen to terminate what was supposed to be a two-year contract to house up to 30 adjudicated juveniles in the spanking new facility in Jackson Parish a tad early.
The termination of the state’s contract, which took effect last Saturday (Nov. 30), while not exactly killing the golden goose, nevertheless wounded it rather severely.
And even though Jackson Parish Sheriff Andy Brown entered into contracts with a handful of other parishes throughout the state to house youth from their parishes, he is certain to miss the couple of million dollars he has been billing the state to reserve a number of beds for OJJ – even when those beds are unoccupied, according to THE LENS, a New Orleans non-profit news service.
The Lens said that the Jackson Parish jail has “flouted state-licensing law for juvenile detention facilities” and has been “consistently accused” of abuse and neglect of kids in its care – but LouisianaVoice has learned that may be only a part of the problems currently plaguing the high sheriff of Jackson Parish.
Besides rumors from a couple of sources as to the existence of an ongoing FBI investigation (the FBI itself neither confirms nor denies investigations), there is considerably more bad press – that is, if there was any press to report any miscreant-like behavior.
For openers, he reportedly put a gaggle of campaign supporters on his payroll in the lead-up to his 2023 reelection campaign (it’s illegal, according to state law, to pad a payroll within six months of an election). The word is he put a couple dozen on the payroll during that period under the pretense of opening that new juvenile facility. But then, shortly after the election, the layoffs began, attributed to budgetary constraints.
Then, there are the two private corporations he operates out of the same address in the Jackson Parish town of Quitman.
Six Point Consultants, LLC, and Shultz & Brown Associates, LLC each has the same names on its corporate filings with the Louisiana Secretary of State: Andy Brown, Suzanne Brown, Donovan Shultz and Jessica Shultz. Brown, who is listed as the agent for both corporate entities, is also the Chief of Investigations and is the number-three person in rank in the sheriff’s office, behind Brown and Chief Deputy Brent Barnett. Both corporations give their address of domicile as 855 North Antioch Road in Quitman, which is also given as the residential address of Shultz.
The two officials, Brown and Shultz, also operate a towing service which has reportedly performed some towing services for the sheriff’s department with Brown’s son, Andrew Brown, performing some of the actual driving of the tow truck.
Six Point Consultants, as it turned out, had Covid testing equipment that it kept at a clinic called Mercy Medical in the early days of the pandemic – and the Jackson Parish Hospital, by the way, also had testing equipment for Covid.
As it happens, Sheriff Brown’s attorney Chris Bowman is also a member of the hospital board, And, oh, he is also a member of the board of Mercy Medical.
Coincidentally, the hospital decided to outsource some of its Covid testing to Mercy Medical and when some hospital employees, who were supposed to have received testing at no cost, began receiving bills from Mercy Medical, well, naturally, there were questions.
As a result of the outcry from billed hospital employees, many of the Mercy Medical invoices simply disappeared.
Oh, did we mention that Mercy Medical is located at 244 Bond Street, the same address as the former Jackson Parish Health Unit which Sheriff Brown had acquired for the sheriff’s office, ostensibly to convert to a women’s prison, before transferring ownership of the building to Kimberly Brunson, who runs Mercy Medical.
And then there’s the question of those shipping containers Brown was going to use to house all those juvenile offenders, a proposed move opposed in an ADVOCACY PAPER issued last May by the Louisiana United Methodist Children and Family Services.
But wait. It seems, according to one report, that the containers that Brown has already brought in were purchased from…(wait for it)…Donovan Shultz’s father.
LouisianaVoice has learned of other activities and out-of-state travel in sheriff’s department vehicles for personal business as well as reports of additional insider dealing in the construction of the new jail. There are also reports that a parish inmate was transported by deputies to his girlfriend’s home in Chatham on weekends until deputies had to be called to her house in a domestic dispute.
Just another parish where LouisianaVoice is probably not welcome.



All cops are corrupt. Maybe it’s corrupt in little ways such as getting paid for time spent off duty or taking Saints tickets for free. And maybe it’s corrupt in big ways such as covering up the beating death of a motorist. But it’s not a question of whether police are corrupt. What about the sheriff and the owner of mercy medical (Kim Brunson) getting caught in an affair recently? she is divorcing now because of this. he is retiring soon because of this and planning to move Shultz into the role of sheriff.
Kim Brunson told her staff she would fire them if she found out they voted for anyone other than Andy Brown.
Andy Brown has threatened and verbally abused his own staff for years, unless of course they are attractive females.
What about the condo that Brown and Shultz own together in Florida? Who is financing that?
How about Andy Brown’s son running around the parish taking down signs for Cody Cheatwood during the election?
What about Donavon Shultz calling residents FROM the sheriffs office and threatening them during the election if they had Cody Cheatwood signs in their yards?
Andy Brown may have messed up , who is perfect ? But he has help many people.. also hired me before election . Due to my thyroid surgery i wasnt ready .. But was told i could come back and that was after the election… please respond with proof and not just messy thoughts ..

Kim Brunson was also caught in an affair with Andy Brown. She is divorcing her husband now. Allegedly, Andy is retiring at the end of year due to this.
Kim made it clear to her employees that she would let them go if she found out they voted for anyone other than Brown.
Kim also owns a clinic in Mississippi. Who is she screwing over there. Don’t Brown and Shultz own a condo together in Florida, too?
Brown had people working for him calling residents who had other candidates signs in their yard. If you posted about any candidate on Facebook, you could expect a call, usually from Shultz demanding you vote for Brown. These calls came from the sheriffs office during business hours.
Brown threatened his staff that he would find out if any of them voted for other candidates.
Shultz is a parish cop and his wife is a school nurse. They vacation in Rosemary Beach and Disney multiple times a year. She drives a car that cost over $100,000. They bought his son a brand new sports car for his birthday. They had floor seats to Taylor Swift and those tickets cost thousands of dollars.
Leslie Thompson went to jail for doing the same stuff they are getting away with. The people here have been used for years to maintain their lifestyles.
Just to be clear, they didn’t have floor seats to Taylor Swift. Tickets yes, but not floor seats. And how does anyone know if they didn’t have family who helped buy or bought those tickets for them? And Brown and Shultz do not own a condo in Florida together. If you’re going to talk bad about them, at least make sure it’s accurate.

Their personal issues need not be discussed. I am sure Kim’s husband, as well as Andy’s wife are suffering through all of this. Whether they decide to work through things, or end them, this is their personal battle to fight. I know from experience that working past an affair is brutal. It’s even worse when others know and talk about it. Constantly bringing up the pain, over and over again. So for the other parties involved, please just stop.

Andy Brown purchased the location at 244 Bond St. from the state. It used to house the old food stamp office. The Jackson Parish Health Unit is located across the street at 224 Bond St. He renovated it to house Mercy Medical however.

And also remember that this is Louisiana. A state that lost 100,000 population over the last 4 years as he nation grew. And spent millions to send guard to Texas while supposedly not having the funds to support poor kids lunches during summer.
All while the qualified students attending LSU has changed from one out of state to 4 LA to one out of state to 2 LA kids. And you can guess where those out of state along with our kids are going to go. This writer only has to look at my family members.
It is very much true the corruption that runs amuck in Jackson Pariah. The jail is nothing but a place for the “deputies/guards” to beat inmates and get away with it. I know this first hand because I have a son out there. Yes, he’s done wrong but that doesn’t mean to taze them, beat them, jump them or abuse them. They are humans. Some are trouble, but you can deal with them other than violence – then wonder why we have violent offenders repetitively. Lord have mercy on Mr Brown, his staff and the guards that abuse and neglect when they are sworn to serve and protect. I’m sure this isn’t the last to come out from the corruption!
Same old. . . same old, Jackson Parish sounds as bad as Catahoula Parish and our Clown sheriff. But its the useless governmental agencies like the Legislative Auditor, Ethics Board, and Attorney General’s office that permit this to go on and on and on! That’s what infuriates me, these bureaucrats just don’t care and as a result of that lack of care, the corruption in this State has become an epidemic that is metastasizing to the entire state.
Try working for them,getting injured at the prison having surgery in pain for 8months . They lie to you about worker comp . The bills you take to them they were supposed to pay for they just held then fire you the first day off doctors care and the bills they were supposed to pay have now been turned over to collection agency’s ruining your credit and every lawyer around friends with them and won’t touch it. So your just still in pain unemployed and credit ruined. Yay me love the guys you looked up to and wanted to be part of great leaders!
