A former employee of the Louisiana Office of State Fire Marshal (LOSFM) has come forward to provide LouisianaVoice more damning information about the manner in which inspections and investigations are carried out by the office.
Byron Wade, who worked for the fire marshal’s office for 11 years before going to work as a boiler inspector for a private insurance company, also gave interesting insight into how the top brass at LOSFM party at the New Orleans Royal Sonesta Hotel.
Along the way, we also learned that one of those major expenditures itemized in our Monday story was for an entity not part of the fire marshal’s office or of any other state agency, making the expenditure potentially illegal.
“I left the fire marshal’s office in part because of the cross-training program Butch (Fire Marshal Butch Browning) put into place,” Wade told LouisianaVoice. “I’m certified as a boiler inspector and as an amusement ride inspector. They tried to make me an arson investigator and I was not qualified to do that and told them so.”
He said he was assigned as the lead investigator on a mobile home fire in which the resident died. “Brant Thompson (LOSFM Fire Chief) told Jason Johnson to make me the lead investigator. Jason Johnson is one of the best, most qualified arson investigators out there. I don’t know to this day why Thompson wanted me to be the lead investigator.”
Wade said allowing unqualified personnel to inspect rides and boilers is a recipe for disaster. “All you have to do is look at the hot water heater explosion in that school in OKLAHOMA,” he said, referring to the hot water heater explosion on January 19, 1982, in Spencer, Oklahoma, killing seven, including six elementary school children. “That hot water heater was never properly inspected,” Wade said.
“They (the fire marshal’s office) is still allowing unqualified personnel do these inspections,” he said. “When they told me I was an arson investigator, I asked a fire chief in New Orleans how much training is needed for that. His answer was to tell me, ‘Do not do arson investigations.’”
Wade also told a story LouisianaVoice had heard on several occasions about a party at the Royal Sonesta Hotel in New Orleans. We held off publishing it because of the lack of a first-person account. He said, however, he could confirm the story because he was present at the event.
Browning, he said, was hosting a convention of firefighting personnel at the Royal Sonesta “four or five years ago” when it was noted that the party was beginning to run short of liquor. A call was put in to Baton Rouge and Shantelle Brent, Browning’s $71,000-a-year personal assistant (officially, an Executive Management Officer) promptly brought a Tahoe loaded with fresh booze from Baton Rouge to the New Orleans hotel, located at the corner of Bourbon and Conti Streets.
“I know about this because not only was I there, but I helped unload the liquor,” Wade said.
The Tahoe was a State Fire Marshal vehicle, he added.
On Monday, LouisianaVoice listed among the fire marshal office’s expenditures $4,900 paid to LR3 Consulting for creation of the “Louisiana Firefighter Proud” website. The organization, we have since learned, is a private entity unaffiliated with the state or the fire marshal’s office. That raises immediate questions as to the legality of the expenditure, particularly since it was done without obtaining bids or quotations—and during a time of repeated budgetary shortfalls and mid-year cutbacks to higher education and other state agencies during the administration of Bobby Jindal.
It also raises the question of whether Gov. John Bel Edwards can afford another public embarrassment from his Department of Public Safety like the one that plagued him during his first year in office with former State Police Superintendent Mike Edmonson.
It just never stops.
There were also Deputies who had to work as “security” for that convention.

I heard about the party from other deputies that had to work OT security for the event. Just another slap in the face to the SFMO. I’ve said before he took an agency that was very respected throughout the state and country turned into his on private operation. I currently work at the Office of State Fire Marshal in the south Louisiana region.
I was allowed into the Browning/Thompson inner circle only after pledging unyielding allegiance to Satan himself (Brant Thompson). Both threatened my career and livelihood if I did not play by their games.
Browning harassed me personally and made crude comments objectifying my wife.
Thompson harassed me verbally and humiliated me in public numerous times – chastising me in front of several others.
I’ve worked numerous events with both individuals. I have personally seen Butch Browning and his confidants, friends, family being driven around in a state-owned vehicle—chauffeured from bar to bar as they became disgustingly intoxicated. Driven all throughout New Orleans during Mardi Gras – and state-owned, state-taxpayer-paid vehicles sent to pick up Browning’s friends from uptown New Orleans, driving with lights and sirens on to fight traffic.
I was at the National State Fire Marshal’s Association conference and saw the disturbing theft of public monies (fire marshal employees being used as chauffeurs, security guards, and even liquor/alcohol delivery drivers) first-hand. Every single word of this is TRUE.
If you want to know how incompetent this agency is, look at exactly who they’ve hired:
Prison guards and sheriff’s transport officers who have no business performing LIFE SAFETY inspections.
We have a deputy performing inspections in Baton Rouge who failed all required certification tests NUMEROUS times, yet they still performed duties.
We have a deputy in Shreveport who cannot certify with his state-issued handgun, and has only passed his qualification because of “agency morale.”
We have a deputy in New Orleans who was dismissed as a St. Tammany deputy sheriff because of incompetency and because he lacked reading/writing skills.
We have a deputy in Lafayette who has faced numerous harassment complaints because of his treatment of women in public.
These individuals are not just an EMBARRASSMENT to the agency but a danger to society and public safety.
This agency is a complete waste of taxpayer money and needs to be overhauled from the top down.
Lance Carruth is one of the most hated state employees in Louisiana history.
Brant Thompson is one of the most dangerous state employee in Louisiana history.

How about the positions of unqualified personnel that work for Browning at the Headquarters in Baton Rouge? A small investigation would reveal that employees who have worked for the Agency for 3-5 years, who work at HQ, earn much much more than any of the true working deputies throughout the State who have been there for 10-15 years. These employees know NOTHING about the TRUE work of a Fire Marshal Inspector or Investigator. They earn an easy $85,000 – $95,000.
Didn’t the Honor Code of the US Military Academy at West Point note that not only will the individual taking the oath act honorably but will NOT TOLERATE THOSE WHO DO NOT ACT HONORABLY?

Take home vehicle, come in and leave when you feel like it, free lodging during and after the flood and authority to approve, deny or delay purchases. Unmarked units being driven all around the state off duty and sometimes while intoxicated. Take home vehicles used as personal cars to drive around their children and families to schools and sporting events. Follow the vehicles! Track their mileage! Look where they are fueling up and how much! A special services employee should be able to fuel their vehicle once a month–they don’t drive to inspections or investigations, just to/from work.
I’m almost vested in this agency and can’t release info with my name on it because the nazi regime can remove me or transfer me to Waggaman or St. Francisville anytime.

My comment above was specifically talking about Lorre Claiborne and Stacy Rand. I was in an easy, simple, and pretty much open book inspection class with Lorre Claiborne and she FAILED the test. Cant even perform the duties of deputy, yet she SUPERVISES them??
If the legislative auditors perform a complete audit of this agency, they will save the state AT LEAST $1Mil guaranteed. Just by cutting out and removing individuals who aren’t qualified to work here and don’t deserve their ridiculous pay that Browning has set them up with.
That’s the part that will get the taxpayers attention and will force them to vote out JBE And take all of the cronies out with him.
Shantell Brent isn’t the only one. Every individual who works in that building not assigned to the inspection/field office, is incompetent at everything. Again. File public records requests.
Let’s not forget about about some of the lower ranking employees below Lance Carruth. Like Nicholas Heinen and Keith Reed in the Lafayette District. They got his promotions because of a deal that was made with Butch Browning. The deal was to cross train inspectors once they passed and became POST certified to become arson investigators. They trained us on a few fires and turned us loose to conduct fire investigations. Other deputies with more qualifications for the supervisors position were passed up to hold up to his promise to make them supervisors. The inadequate training lead to some good employees being force to resign. One was even conducting an investigation and made a mistake. They forced him to resign. We lost a good deputy that day. Now we have to rely on supervisors that do know the inspection side of the job.
Nicholas Heinen and Keith Reed. Some of the States most wasted tax money. The most unfit to supervise anyone. Their work day consist of bragging about how many different women they were able to have an affair with. They are Carruth’s bitches.
What about the re-hiring of Crystal Lorio Datz (daughter of former LOSFM inspector & friend of Browning, Gayle Lorio) at an alleged very NICE salary. Datz was, at best, a mediocre deputy first time around but guess it’ s who your mother knows that counts.

As much as I want to watch the Browning/Thompson administration fail miserably and watch all involved wear orange and spend long years in federal prisons for wrongdoings against the state and their employees, I have to defend Dan Wallis.
He, along with Boyd Petty- have kept morale up in the agency and have taught us numerous times to “keep our heads down, do your job, dont associate with them and you won’t be a target”.
He’s helped me numerous times through good times and bad. Dan Wallis, in my opinion, is a stand up man. And I truly can’t say that about Butch.
Butch has told me to my face that his only ambition is to become the longest serving fire marshal and has slandered the names of good men to make this happen.
Dan may be part of this administration but he is no corrupt pervert like Lance Carruth or power hungry criminal like Brant Thompson. Unless I see concrete proof that Dan is involved in shady activity like the others, I say we leave him alone.

We are NOT safe in public buildings. Our children are in schools and daycares that aren’t inspected properly. Our sick and elderly are in hospitals that are unsafe because of the fire marshal! Amusement rides are death traps. Arson fires aren’t properly being investigated and our insurance rates are skyrocketing. That’s a news story in itself. If you don’t care about the salaries and the unmarked vehicles and the numerous affairs and harassment and the drunken frat nights from upper management…at least care about our public being affected by the dangers of fire and explosion.

I don’t agree that Chief Wallis, Chief Cooper, Chief Petty, Chief Aronstein, and certain other deputies would ever be a part of the underhanded things that are going on in the Thompson, Browning, Carruth operation that use to be the State Fire Marshal’s Office. I’m not for sure what to call the organization that use to be the SFMO, but it’s a crocked underhanded place that is a black eye to all the deputies that care about the safety of the citizens of our great state.
