Stutes, Jr., in a February 2015 letter to contractor Billy Broussard of Breaux Bridge who lost his legal battle over more than $1 million he says is owed him for debris cleanup following Hurricane Rita in 2005. Mr. Stutes apparently is unaware of Louisiana’s public records law which gives all citizens 18 and older the unrestricted right to request, receive and examine any public record.
