Insightful mystery cartoonist scores another direct hit

This artist is obviously a state employee or surely he would come forward and take credit for his brilliant work! Perhaps someday, after he retires, he can make his identity known so that we may pay him proper homage.

While Buddy Caldwell jumps over desks and chairs to legally seal the state from incinerated, thus harmless, microbes, he cannot seem to find it in himself to muster a fraction of the same energy to defend us against a proven and present danger to Louisiana, rivaled only by coastal erosion: Bobby Jindal.
